Do I need some specific operating system to be able to use LibrePlan?

As LibrePlan is a web application, to connect to LibrePlan you only need to access the URL in which is installed using one of the supported web browsers installed on your operating system. However, the client-side application, to have all its functionalities enabled, it is necessary to be installed on a GNU/Linux server.
