Cost Categories and Bound Users

I am trying to edit/assign a cost category to a bound user from their personal timesheet.

I currently have the bound user assigned to a cost category and that cost category is assigned to an hours type.

However when the user tracks time from their personal timesheet the hours type is defaulted to a 'standard' hours type that was created but is not currently assigned to any cost categories.

Any info that anyone can share would be greatly appreciated!
